Abstract: Let $\{f_i\}_{i=1}^{M}$ be unit-norm vectors in $\CN$.
This paper introduces an algorithm to construct a unit-norm tight
frame by adding minimum vectors $\{g_i\}_{i=1}^{K}$ to
$\{f_i\}_{i=1}^{M}$.
